Introduction
The Local Sport and Recreation Program (LSRP) is an initiative of the Department of Communities designed to enhance sporting and recreation experiences for the smaller and more remote communities of Queensland.
Objectives
The objectives of LSRP are to support councils to:
- provide increased or enhanced opportunities for participation at all levels through recreation and sports programs, competitions and events;
- improve sport and recreation skills through education and training programs;
- deliver recreation and sporting infrastructure to meet the participation needs of Queensland communities; and
- grow and strengthen the sports industry into the future through sound organisational governance.

Who is eligible to apply?
Eligible applicants are Queensland local government councils recognised under the:
- Local Government Act 1993
- Local Government (Aboriginal Lands) Act 1978
- Local Government (Community Government Areas) Act 2004
- City of Brisbane Act 1924
Who is NOT eligible to apply?
Councils that have not satisfactorily acquitted previously grant monies approved by the Department or provided adequate explanation for non acquittal or not returned unspent funds to the Department from a previously approved project are ineligible to receive further funding from the Department under this Program.
Councils can be eligible for consideration under this Program if an outstanding debt is paid prior to the application closing date.
Is the project eligible?
Councils can apply for funding for any number of projects in one or more of the following four categories.
A. Planning
Planning projects involve reviewing, analysing and identifying sport and recreation needs or issues for a club, specific sport, multi use sport precinct in one or more communities, or identifying strategies to address these needs and issues.
B. Education and Training
Education and Training projects involve the enhancement of knowledge, skills and capabilities of people involved in a club, specific sport or the community in general. The focus of the training may be to improve the understanding and awareness of club members and volunteers in club administration in issues such as risk management, insurance and strategic planning or to improve the skills of coaches, umpires, leaders, instructors or sports trainers.
C. Participation
Participation projects involve delivering activities where participants are engaged in sport or recreation either as a one-off event or through a series of events or a program.
D. Places
Places projects involve the construction of minor infrastructure to allow participation in unstructured or structured sport and recreation.
How much funding is available?
The maximum eligible project expenditure allowable under LSRP is $200,000 (GST exclusive).
The amount of grant funding for a project is determined primarily according to the local government area's population, as per the following:
- Populations up to 2,500 up to 90% of eligible project expenditure
- Populations between 2,501 and 5,000 up to 75% of eligible project expenditure
- Populations between 5,001 and 20,000 up to 60% of eligible project expenditure
- Populations over 20,000 up to 50% of eligible project expenditure
Councils with a population less than 20,000 can apply at the above percentages for up to two projects provided one project is from Category 4 and one project is from either Categories 1, 2 or 3.
Applications for funding for more than 2 projects will not attract greater than 50% funding.
NOTE: The Department's Major Facilities Program provides funding for sport and recreation activities requiring larger infrastructure projects over $200,000 in value. Visit www.sportrec.qld.gov.au for more information on the Majors Program.

It is recommended you read the Local Sport and Recreation Program 2009 Guidelines to assist in providing you with the necessary information to ensure that both your Council and the proposed project are eligible to submit an application for funding under this Program.
